The Engineer crew member of the crashed Nigerian Air Force Mi-35 Helicopter earlier declared missing has been found alive.  The crew member who was declared missing when his body could not be located in the vicinity of the crash resurfaced at the military Headquarters in Maiduguri today, having trekked through the bushes after the crash.

The family of the officer has been duly informed while the two survivors are in stable condition but receiving medical attention.     Meanwhile, search and rescue operation on the incident has been concluded, while investigation into the crash continues.

NIGERIAN AIR FORCE JET CRASH: UPDATE

The Defence Information Chief has confirmed that the Nigerian Security Forces has not is still searching for a third member of the crew on board its its ill fated jet that crashed recently during training. He said that only one  body has so far been recovered from the site of the crashed Air Force  Helicopter.
The body of the technician  who is the third member of the crew is yet to be located.
He is therefore declared Missing in Action  until found.

According to Major General Chris Olukolade, The Director Defence Information, rescue team continues the search in the vicinity of the scene of the
accident.

Jonathan Launches The NIN, says it will help Census 2016

President  Goodluck Ebele Jonathan, has formally launched the enrolment  exercise for the issuance of the National Identification Number , The NIN stating “ The number is your identity, enroll once and be identified for life.” He declared this on Tuesday at the International Conference Abuja during the NIMC Stake Holders Workshop.
President Jonathan stressed that “ I believe that the Assets and experience of this exercise will advance the work of the National Population Commission, especially in its planned biometrics Census which is scheduled for 2016.”

“ If the work of the law enforcement Officers is to be enhanced, if consumer credit is to be accessible, if we are to reduce the cost of managing the Naira cash component concurrently estimated at #192bn per annum, if we are to reduce the amount of currency currently in circulation estimated at #193tn, if we are to achieve a multiple pronged approach to the fight against corruption and if we are to introduce Social Security and welfare payments, then we must first establish the identities of individuals.”
Stressing that “an ascendable and flexible system that provides for expansion and upgrading in line with technological advances, is a necessary infrastructure, that we must be equipped with, to meet our contemporary goals in building our Nation.”
President Jonathan said “the management of NIMC must now drive this important project with all the seriousness it deserves. We must move deftly to discount time lost so far, for failure is not an option.”

Adding that “ I am aware of the challenges facing the Commission, especially in recent times, not least from Public cynicism and unfavourable perception of the Identity Sector, stemming from the wasted efforts of the past.

This exercise unmistakably avows Government’s intention and reinforced determination to conclude all reforms in this sector by 31, December 2014.
He further mandated NIMC to ensure that by 31, December 2014, “all persons eligible for registration as provided for in Section 16 of the NIMC Act No. 23 of 2007 are enrolled into the National Identity Database.”

Similarly, he noted that “ by this same date, all Government Agencies requiring Identity Verification and Authentification Service or involved in data capture activities must align their activities with a view to switching over to the NIMC Infrastructure.”

The President ordered the Secretary to the Government of the Federation and the Federal Ministry of Finance to ensure that these objectives, which are aimed at streamlining biometrically linked databases and optimizing scarce resources, are accomplished on record time.

In a slide presentation to Deputy Director  IT/Technical Services, Emmanuel Ogungbe , stated that NIMC in collaboration other stakeholders has developed  and approved ; Biometric Standards, Demographic Standards , Harmonization and Integration Framework, Interoperability Standards Card applets.

He noted that Harmonization is government’s effort at ensuring uniformity in data standards in all institutions (MDAs) such that allows or enables a smooth and easy integration into a centralized active and functional National Identity Database in Nigeria. This process he explained will ensure deduplication and streamlining of various databases in the country.

When the Gleaner caught up with the Chief Executive of NIMC, Barr Chris Onyemenam, he explained  that  NIMC will work with individual agencies to ensure compliance to the approved biometrics and demographic standards for data capture and collection. The stipulated timeframe is 31 December 2014, in line with the Presidential directive.

On given technology involved to successfully harmonized, the NIMC Boss declared that “ NIMC has fully deployed state of the art data center at her Head Office in Abuja with a backup/disaster recovery center outside Abuja. We have fully deployed secure fibre connections to 14 agencies to ensure connectivity and seamless transfer of data.  We have experienced experts that are working with agencies, using approved harmonized framework to ensure seamless integration and has also developed biometrics and demographic standards that ensure uniformity in terms of data collection.”

He expressed satisfaction because “ the gains of the harmonization and integration includes; Efficiency in Government Business, Improved Service Delivery, Reduction in Cost of Governance, Global Best Practices Instituted, A more Secure Polity and Issue of Identity Fraud Curtailed.”

NPF SIGNS PACT ON TRAINING WITH US DEPARTMENT OF STATE

∙The Nigerian Police Force on Wednesday, signed a Memorandum of Understanding at the Force Head quarters Abuja with the United States Department of State Bureau for International Narcotics and Law Enforcement, in a bid to tackle the insurgency confronting the North East Nigeria.

Received strategic guidelines on counter-terrorism, other areas of policing from DFIDAs part of comprehensive measures geared towards tackling emerging crimes, strengthening the criminal justice system and improving the capacity of officers in the area of technologies, new policing concepts and practices and effectively quench the insurgency.

The MoU was executed by the Inspector-General of Police, IGP MD Abubakar, CFR,  and the US Ambassador to Nigeria, James F. Entwistle on behalf of the Nigeria Police Force and the US Government respectively.

In his remarks, the Ambassador noted that the Police Force will benefit from the International Police Education and Training Programme run by the US authorities with funding from the US Department. He also noted that the training pact will help to improve and modernize police training in Nigeria and bring about a well trained Nigeria Police dedicated to the highest standards of ethical conduct, proficiency in law enforcement, support and build on efforts of Nigeria Police to implement a sustainable development.

In a related development, the Inspector-General of Police, IGP MD Abubakar, also received officials of the Department for International Development (DFID) at Abuja who did a formal presentation of strategic guidelines on counter-terrorism and eight other core areas of policing to the Nigeria Police Force which include counter-terrorism, integrated intelligence, community-policing, fleet management, human resource management, diversity, use of force, PR and media.

Speaking at the occasion, the IGP stated that the opportunity provided by the international Police education and training programme must be harnessed to increase the capabilities of the Nigeria Police particularly now that the country is battling the menace of terrorism and equally

preparing for general elections in 2015. He restated his commitment to continue to drive reforms and strategic transformation of the Force in order to reposition the Force for better service delivery and enjoined all Police officers to key into the ongoing positive wind of change.

A Nigerian Air Force Mi-35 Helicopter on a training mission this afternoon, crashed due to technical fault at a location South of Bama.  Investigation has commenced to unravel the circumstances that led to the accident.  However, it is established that the crash is not as a result of any enemy action.

I wish to thank the authorities and people of Brazil for their warm welcome and the excellent facilities made available to us all.

I also wish to express my appreciation to President Xi Jinping for making this meeting possible, and for being with us here today. This is strong proof of our countries’ political will to consolidate the process of dialogue and cooperation between China and the Latin American and Caribbean region.

I attach the greatest importance to the five proposals submitted a few minutes ago by Xi Jinping, President of the People’s Republic of China.

The decision made by the 2nd Celac Summit held in La Habana, on January 28-29, 2014, to install the Celac-China Forum has added practical sense to the efforts of the Latin American and Caribbean region and China to tackle together the challenging conditions prevailing in the world today and to promote our common development.

Expanding our relations will allow our countries to undertake a regular bilateral dialogue on crucial international issues as well as to defend the interests of the South while advancing with ambitious projects in the areas of cooperation, trade, investments and financial relations with a major component of science, technology and innovation, and a special emphasis on the creation of human resources.

The Declaration of Fortaleza, adopted at the recent summit of the group made up by Brazil, Russia, India, China and South Africa, is of paramount importance to us all. We welcome the group’s commitment to work for an equitable and fair international order based on the UN Charter as well as its decision to encourage cooperation, solidarity, multilateralism, peace, security, economic and social progress and sustainable development focused on the eradication of poverty.

The establishment of a New Development Bank and of an Emergency Reserve Fund stands out as a significant contribution towards a more inclusive international financial system.

The economic and social development of the Latin American an d Caribbean region and China builds extraordinary potential to foster mutually advantageous relations. To attain this objective, special attention should be paid to the sister Caribbean nations. The limited scale of their economies and their particular vulnerabilities, the characteristics of their productive and exporting platform, and the devastating effects of the hurricanes that usually hit several of them at the same time, plus the increasing threat of climate change make it imperative that these countries −most of them unfairly considered of middle-size income− receive cooperation, trade and investments on preferential terms, both from Latin America and from China.

Haiti was the birthplace of the first victorious Revolution commanded by slaves in the history of mankind, the same that later contributed to Latin American independence. Now, we all feel it is our inescapable duty to contribute to its development and to help it leave behind the historical consequences of plundering and natural disasters.

The great Asian nation is today the world second largest economy and the main exporter of merchandise. Its sound economic growth has favored an increase in the prices of raw materials and exports from several Latin American and Caribbean economies. Today, China receives 9 percent of the region’s exports and it is the source of 14 percent of its imports.

The countries of Latin America and the Caribbean, which hold a large proportion of the world mineral reserves, the second oil reserves and one-third of the fresh-water reserves, are facing the challenge of working toward the industrialization of our natural and farm resources, of raising and diversifying our exports, especially those with higher aggregated value, and of keeping our trade balance leveled off. In this context, our countries’ relations with the People’s Republic of China can play a major role.

As far as we are concerned, more than five decades of exchanges with China have facilitated the full development of an exemplary relationship that has successfully passed the test of time. The close friendly relations of our two nations has unquestionably reflected on the numerous trade and cooperation projects developed, a good number of them with remarkable social impact.

Today, may we invite you to continue working together to promote relations among our countries based on respect and equality, and for the common good.

2015:How Nigerian Women Can Be Relevant. Opinion

If Nigerian women truly wish to remain relevant in 2015 and generally in the polity then there are a few key steps and hard decisions they should take to achieve this.  It is true that President Goodluck Jonathan, has empowered women so much and surpassed what any other Living or dead President that were exclusively for men.

Notable among them are Minister of Finance, Dr Ngozi Okonjo Iweala, Minister of Petroleum Resources, Mrs Dieziani Allison Madueke and Chief Justice of the Federation, Justice Mariam Aloma Mukhtar, to mention a few and they have all given good account of themselves.

Nigerians and the women especially need to be more commiTted to the Millenium Development Goals to increase women’s participation in politics by at least 30percent. President Jonathan recently also urged the political parties to include in its manifestos, policies to mandate the youth and women participation in key electoral positions.

Thus Nigerians must open all space by removing every barrier capable of preventing women from achieving the goals, by formulating gender friendly laws and affirmative actions in Constitution and party structures.
I expected Nigerian women to run with this mandate but I am yet to feel their pulse thus it has become pertinent to sound this wake up call to women to come together and plan ahead of 2015 in order to remain relevant.  I am an advocate for empowering women but the women themselves must first be qualified to be considered for available offices alloted to them.

This brings me to the issue of an urgent need to set up a Think Tank Committee whose job will be to traverse the entire country and select 15 women per state including the FCT.   The women must have the prerequisite education, exposure easy to market candidates and above all have funds to match the men they will be running against.

After the shopping stage the next thing will be to reassess them to note where their strengths and weaknesses rest in order to say who will run for Governor, Deputy Governor, Senate, House of Representatives, House of Assembly, Local Government Council, Ministers and Ambassadors.

The Committee will proceed to lobby party hierarchy, to incorporate the women screened into the scheme of affairs and this must be done as soon as possible. When the women do this the men will take them more serious and know that they mean business.

It is important to note that there will be trade off not all the names will scale through so there must be a way of carrying those dropped along by way of appointment.  And the group lobbying must emphasize more on the strength of the women.

Next stage the lobby group must insist via an undocumented code for the following ; one out of the 3 Senators from each state should be a female and in the case of FCT it should rotate between women and men every four years.

For House of Reps four out of total number in each state should be females and same for the State House of Assembly. In the case of FCT on the House of Reps since there are two seats one should be for the females and the other for the males.

The reason for this is because my investigations revealed that women have been more committed during elections using Ekiti elections as a recent case study. When they come out they mean business they are never distracted until they cast their votes.

More so women constitute 50percent of voters while youth represent 30 and senior citizens and elite comprise 10percent each.  If the women combine forces with the youth they can easily unseat or install any candidate they believe in.  They did this in 2011 for President Jonathan and are warming up to repeat it in 2015.

My advise to all the parties in the various states will be to ensure that all gubernatorial candidates make women their running mates.

I wish to commend some of the women who have taken the bold step ahead of 2015 elections from the Senate to run for Governor, they are Senator Helen Esuene, (PDP), Akwa Ibom, if she emerges she will become the first woman in south south Nigeria.

Senator Nkechi Nwogu, PDP, Abia and she will be slugging it out with General Azubuike Ihejirika, Former Chief of Army Staff, Senator Abaribe to mention a few.

In Imo state, Senator Chris Anyanwo, APGA, will be doing battle royale against former Governor Ohakim, Deputy Speaker House of Reps Rt Hon Emeka Ihedioha and Senator Hope Uzodinma all of the PDP who wish to reclaim the state. Where that leaves the incumbent Owelle Rochas is still unclear.  Only time will tell.

I therefore call on NAWOJ, NCWS, Women Leader of their parties and women generally to rise up to the occasion and give them the required morale boost to emerge though an uphill task.

Fund raising will be another serious strategy because this is where unfortunately the men beat us in politics. The Committee must raise funds for marketing the women.

They must also woo the media seek out those whose editorial policy is sympathetic to women course and work with them as partners to publicize the high points of the female candidates. Make them house hold names before the elections.

They Must start Campaigns early visit traditional rulers, chieftains, king makers and get their endorsements.  It is not enough to say I’m a female visit your constituency at every opportunity. Identify with the people.  Don’t wait till last minute you will fail.

Finally there is every need to let the men know you wish to lead and that you need them else they will feel threatened.  Show them that whether in or out of government you will remain humble.  Above all dress as you wish to be addressed.  Because while in a public office you become a ROLE MODEL do not let the young ones down.

For those serving if you have stepped on any toes the time to make amends is now.

WAR ON TERROR : POLICE ARREST ANOTHER RANKING MEMBER OF BOKO HARAM

  • Suspect says he is the “Chief-Butcher” of Balmo Forest

Following the massive onslaught by Security Forces on the activities of the insurgent group, Boko Haram, at the Balmo Forest Bauchi State, Police detectives attached to Bauchi State Police Command on Saturday, 12/7/2014 about 2pm have arrested one Mohammed Zakari, a male of 30 years old and senior member of the Boko Haram terrorists’ organization along Darazo-Basrika Road while fleeing from the intensive counter insurgency operations going on around the Balmo Forest. The suspect, who hails from Kaigamari Village, Daptchari in Darazo Local Government Area, Bauchi State is the self-styled “chief butcher” of the insurgent group at the Balmo Forest Camp and is linked with the recent slaughter of seven (7) people, including women and children. Findings as well as disclosures from the suspect will assist the Law enforcement agencies in tracking down some other members of the terror cell.

The suspect whom investigation reveals was tutored in the art of insurgency at Gombe Forest under the leadership of a fleeing insurgent, one Abba Taura and moved to Balmo Forest only three months ago, is discovered to have actively participated in the April attack against Customs officers at Kari Town, along Maiduguri Road, Bauchi State.

 

Meanwhile, the Police High Command has called on the citizens in the affected areas to be on guard for any suspicious or strange character fleeing from Balmo Forest.

 

It also calls for the understanding and support of the public for the efforts of the Police and other Security Forces in tackling insurgency, terrorism and other related crimes headlong, noting that although the war on terrorism is unrelenting, it is certainly not insurmountable and must be won with the cooperation of all.

CIVIL DEFENCE MEMBER IN POLICE CUSTODY OVER MURDER: Stabs School Teacher to Death

A member of the Nigeria Security and Civil Defence Corps (NSCDC), Assistant-Inspector Lasisi Kabir Iyanda, has been arrested and detained in Police custody over the brutal murder, on 27th June, 2014, of a 32-year-old Kamaldeen Muritala, an Islamic Religious Knowledge teacher attached to Titilope Islamic Comprehensive High School, Ejigbo, Osun State.

Preliminary enquiry by Police detectives from the Osun State Police Command, Osogbo reveals that the victim, Kamaldeen Muritala died at Baptist Hospital Ejigbo from complications arising from fatal stab wounds inflicted on his neck with a jack-knife by the NSCDC member during an argument close to the entrance of an examination hall where National Examination Council (NECO) examination was taking place.

 

Following the demise of the deceased Islamic teacher, students of the school attempted to raze down office structures belonging to the NSCDC as well as those of other government establishments in the area, but the timely intervention of the Police prevented further breakdown of law and order.

 

Meanwhile, the Police High Command has commended the officers and men of Osun State Police Command for their timely intervention which helped to rescue the 30-year-old suspect concerned as well as other property and whittle down what otherwise might have turned into a major catastrophe. The apex Police Authority however, enjoins citizens never to take laws into their own hands no matter the provocation, promising that justice would be served in this case.
